it's an early access game that explicitly states mods are not supported for the simple fact that it's EARLY ACCESS AND IS SUBJECT TO MAJOR CHANGES THAT WILL ALWAYS BREAK MODS.to expect an early access..

I watched an interview that suggested adding after 1.0 because mods are likely to often get broken in early access.

Its not hard to make a dedicated server though? I made one and I literally used the tool they give you and launched it, done.

You'll just need to look for a large enough swamp. Structures like dungeons generally won't generate in too narrow or small regions of biomes.
