I will mention it's not always just the raid events either. Like yeah, group B can end up having drake raids because group A is that far along, but there are also some smaller changes that happen overall. Like you can get draugr spawning in the meadows during fog IF someone has already beaten the elder. So it isn't just the raids they actually have to worry about, their overall game can end up being slightly harder. Especially if they aren't even aware of things like the possibility of getting ambushed by a T3 mob in a T1 biome under the right conditions.

Group B may want to look into the hoe, and specifically the use of earthen walls and trenches. Drakes will still be a challenge, they fly, but they are also fairly easy to dodge if you just keep moving so it's possible to just kite them until they leave even if you are way too early to actually challenge them in any sense. The trenches and the walls however, will keep out pretty much anything that doesn't fly (as long as they properly spawn block inside their base) so even if they end up getting raids much higher level than they are, they wont die horribly to them most the time. Worth noting, raids can start any time the player is within range of at least 3 base structures (and no base structures are required for "you are being hunted" which is also a possible raid if they are at mountains and that one will almost certainly nuke your T1 players if they get it) so they will also want to be a bit more careful about those little "i need to renew my rest bonus" shacks people make as they explore to. If they go for the "comfort: 3+" bonus they usually qualify for a raid at that location as well.
