I don't want to give anything away, but take a good look at him as best as you can before he disappears. There's a feature that gives a really good hint about who it might be. ;-)

Yes it is odin observing your progress.
He doesnt do anything besides standing there and watching you.
Up until now there is no known way to interact with him in any way and he will just disappear if you get closer to him

Yes that's Odin watching you. If you get too close he will vanish.

I can confirm that shooting fireballs at him (using Skyheim mod) doesn't do anything. So even this hostile action is nothing to him :(

But most importantly,
He keeps tracc...
