I think you get it when you can mine copper og at least iron.
I cannot remember the name of it but try searching for it.

Also as the other above say.. press tab and in the right top corner of the screen you can turn on friendly fire

the algorithm leads to many places some would consider, unnatural.

Hit TAB and turn on friendly fire (the two swords in the top right corner of the stats menu). That should allow you to use a weapon to kill your wolf.

Provided you have the ability to turn on PvP, you can do that to enable killing your tamed animals with any attack. If not, you can craft a Butcher's Knife to allow you to kill any of your tamed animals in one hit.
