You have to use the cultivator, to make farmable ground. So level what you like then pat around with a cultivator.

No not on stone use your pick to remove the stone areas and then hoe to level it off

The hoe only alters the terrain. Equip your cultivator...if you can cultivate the soil, you can farm it.
