I use a steam controller but not this config, but I loaded it up and LB/RB rotates items when building.

I use an SN30 Pro gamepad (it's basically set up like a Playstation controller but on Steam reads as an Xbox 360 controller). I use the Left Trigger (L2 if your familiar with Playstation) and rotate with the right stick. I hope that helps
