There's also a mod at Nexusmods.com called "Quiet portals" that lets you just set the volume (or silence them completely).

There is a mod called ProperPortals by Crystal that allows you to adjust distance from the portal for activation, and thru the config file you can set it so portals wont light up or make a sound at all, but still function. Check the Thunderstore for the mod or Nexus.
