There is a restriction based on distance for starred necks, boars and trolls. They can’t spawn with stars within a certain distance of spawn. Every other mob has no restriction and can appear with stars (if it has a starred version) anywhere.

It's not that there's a greater chance the farther you go from spawn (world center), it's that within 800 meters of spawn, there's a 0% chance.

To put it another way, there is absolutely no chance that Boar and Neck will have any stars within 800 meters of "world center"; if you want to see stars on those mobs, you need to be at least 800 meters from spawn.

Being 1800 meters from spawn is no different than being 801, as star chances go.

Deer, on the other hand, have no restriction on where they can have stars. 9% of the deer you encounter (roughly 1 in 11, overall) will have one star, and 1% (roughly 1 in 100, overall) will have two stars. Distance from spawn is irrelevant, in this context.

All of that being said, maybe RNG just hates you today. Try again tomorrow.
