Sorry, you're wrong. All tools can be repaired at the workstation you used to make them. Oh, the hammer isn't made at the workbench, but you can repair it there. But upgrade them when you can; there's a big increase in durability.

you can repair tools from a workbench thats inside a building (has shelter)
the repair icon is next to the list of craftable items. and in early access repairing is free.

Hammer icon in the workbench/forge. It’s free, just spam the button. Needs to be roofed however.

If it isnt free in full version, the game is going to be too grindy, considering tools break after few hits (specially axes and pickaxes). So having to waste even 1 Bar of bronze or iron is going to wreck the experience. Especially with multiple players on a server draining the ore supply.

as you get better tools (and gear) they can require a certain workbench lvl to repair them, it tells you that on the item and before you craft it also if you look at its stats
