Is it a desktop or laptop version, though sounds like a desktop and possibly needs vents cleaned and thermal paste repasted.

Try MSI Afterburner to control the fans. Not sure how this will work on a laptop.

It's not a hardware issue. As I said this only happens in Valheim, no other games heat up my PC this much.

Certain games can cause issues to show up, it takes about a year for dust to start clogging desktops, 7-12 months to clog a laptop.
And a good 3 years for new thermal paste.
But hey I just work on them and clean them for people and the gtx 1060 released in 2016.

You'll probably want to talk with the devs about it; although, I'm not sure what they can do about it as they're using the Unity engine here.

In the meantime, I suggest cleaning the GPU heatsink/fan of dust and limiting your framerate until you find a GPU temp that you're happy with.

it is definately hardware! as mentioned above some games particularly this one is very graphic intensive so your graphics card etc heats up.
fans water cooling only solution.
the devs would fix it by reducing the graphics capability of this game but no one wants that.
my system doesnt heat up but it is a good one. An expensive cabinet.
some cheaper graphics cards use cheaper bits that heat up more perhaps or the cooling isn't as efficient as the more expensive cards such as asus gigabyte etc.
this has come up alot earlier in the game so nothing new
you could try reducing the graphics setup to see if less activity helps but your cooling is the only way to fix this. sorry but true.
