i7 9700k 32gb ram 3070ti 1440p

max settings at like 45 fps and when i uncheck everybox and put all sliders to the lowest i get 59 fps not even 60

Check the fullscreen checkbox?

Go to Game Mode settings in Windows 10.
Make sure Hardware-Accelerated GPU scheduling is toggled on.
Variable refresh rate to On.

I've had to play games on fullscreen (not fullscreen-windowed) since the latest Windows update or the FPS won't adjust to my 144hz screen. It's ridiculous but it fixed the problem.

I got this game to run on a Ryzen 2400G IGP - lowest settings - view distance dialed back so far it impacted using bow and arrows - but sitll playable.

I run with a i7 4ghz intel , a 1070 gtz , 16 gigs ram...

... and I run it at full gfx, at 60 FPS , with enhanced nVid control settings.
I aint saying you are wrong but I can play at 60 FPS on a 60 mhz monitor sans any issue.

get a 144+hz display with gsync/freesync

check nvidia control panel, make sure its set to pc 1440p, 60hz or the highest available
do not use *hd or similar

This person's hardware shouldn't have any trouble with the game regardless of video settings.

That being said, I see you're using a 30-series GPU. These cards are so problematic that I see people having issues with games using them on a daily basis. Games ranging from Valheim all the way up to games like Destiny 2, PSO2, WoW, etc.

My advice to you would be to make sure the drivers you're using are a known stable version and not the latest version available. nVidia in particular relies a lot on their active community to make stable drivers, resulting in the newest versions very often being unstable.

Also, if you're using "GeForce Experience" or any other third-party software to update your video drivers for you.. stop. It will cause problems. (This is particularly important if you upgrade your GPU and go from, say, a 1080 Ti to a 20 or 30-series card.)

if you see hd, scroll down to the pc section and pick 1440p, then pick the highest refresh rate, and apply
