Thanks for the mod link. Gave it a try. Managed to remove smoke, fog and clouds...

... however, it still didnt remove the Dust.

You can write to the mod-creator on nexusmods and ask for it to be removed as well :)
Other than that i have no idea on how to remove the dust.
