You can still drown if you have no stamina and running on fumes (using HP to swim)

This just an example of what GunsForBucks said. It wasn't very deep so I don't know how tall the jumping platform would need to be.

You find a serpent, lower its health, then harpoon it and jump on the wheel. Drive full speed at the shore hop out, and drag it up and kill it.

Well for one you aren't in the body of a seasoned Viking Warrior. You start off reborn in a new body that is weak and fragile. Furthermore good luck swimming in any armor. If you want to complain, complain about the fact you don't sink like a rock carrying tons of metal armor and equipment and a backpack full of rocks.

This works best if you've got a longship, but in shallow water a karve will work too. Position the boat so the raised bow section is right next to item in the water. You can hop up onto the bow. That will give you a little more altitude on your jump. Be sure to remove all movement-penalty armor first. Jump as high as you can and aim for the item in the water. Takes a little practice to land in the right spot but it's worked quite well for me.

Prior to the nerfing you used to drag them up on shore. Now on single player it is almost impossible.

If you time your last serpent shot just as they are attacking the boat, if you stand right by the edge of the boat, you can often "catch" the trophy. I've got 4 recently doing that... no scales though.... guess they drop from the other end or something.

Thankfully the scale stuff isn't that great... though the shield looks cool, it's a tower type.

Silly? Yes. So are a hundred things in this game and others. Is the game believable enough to play with losing immersion? If so, play. If not, Mod it. OR change your personal tolerances so these issues don't bother you anymore.

Yeah, there's a bunch of daft glitchy ways you can go get those scales but it's massively frustrating that you can't simply sink. Undead archers firing through 20 feet of water are another good physics wtf

Build a tall ladder over top of them and jump off it.

A seasoned Viking warrior would not be able to swim in full leather armor, and certainly not full bronze or iron. You would be able to sink though, and you could come back up if you dropped all your armor.
