Possible Frost Bug
Sometimes ive noticed that going into the mountain with lox cape wont protect against freezing. i had wolf chest plate and put that on since i had it off for movement bonus. I was still freezing after i put on the wolf chest plateon. I left the mountain biome and came back in twice before it fixed itself.

I've had this happen using portals to go from indoors in meadows to the mountain. Raining outside, gives the "wet" debuff as moves your character though the rain to get to destination. Campfire 'til dry did the trick for me.

If you are are wet when you enter the mountain you will freeze regardless of gear. If you pop a potion it will negate the effect.
