Can you tame multiple boars in the same pen at the same time?
I managed to trap 4 of them in a large pen. I tossed 20 raspberries and 20 mushrooms in the pen, no matter what I do they won't eat and they love to stay near the edge of the pen day and night. I checked the stat of them, it's always wild and hungry. I lured them to the pen from far away places more than 200 meters I think.

Pet them often stay with them for a while every day eventually they will be tame
I have 12 boars and 4 kids
feed them raspberry and red top mushroom.
I built near water since pigs like water in real life, these go into the pond and the other pond around the corner and swim in it.

The first H&H update would only let you tame boars with carrots, if you haven't gotten the next patch where they put it back to all fruits n veggies that would account for it.Thanks, I tossed some carrots at them they started to eat those carrots. The most recent patch not did mentioned that the boars will eat berries and mushrooms but that is not the case for me, maybe they will start to eat other food when they are tamed.

2 star is the highest ive seen so far after exploring my whole starter island, never saw higher than that before H&H. There was nothing in the patch notes about higher tier wildlife, but I havent explored very far in of my starter island.

you need carrots and turnips.. they only eat roots now
And I have had 4 in the pen all being tamed at once, no problem But I usually slaugther all that is not 2 star.. so at some point you can have 10-20 2 star boars.. but then a smell from the swamp and they are all dead.. time to redo

you need carrots and turnips.. they only eat roots nowThis info is not correct. They changed it with the first patch after H&H came out

In fact I just left a new game with my husband and tamed a 2 star boar with a regular boar at the same time with Rapsberries. Not sure why yours isn't working.

Also make sure theres no torches, fires or enemies near their penn. I tamed two at the same time no problem.

Is the maximum still 2-** wildlife, or are there higher tiers now of the NPCs?
