Glitch I'm trying to find a solution to.
Every time I run this game it looks great and when I exit out of the game for some reason it dims my screen and takes away my brightness controls and the dimming will come and go with no obvious trigger until I restart the computer.

What have you tried so far? Are you using windows night light setting or any similar software like f.lux? Were you playing fullscreen or borderless windowed? No problem with other games?

No problem with other games?I run the game full screen. I have turned off and on HDR, I have done a fresh install, turned all settings to low (and that's painful to do on a system that can handle pretty much any game out at max settings). And No, I don't have this issue with any other game.
