I dont think fish spawn in the ocean biome.
But you can only capture fish when they are in reach to grab them.
Meaning you either have to drag them to shore or stand in shallow water so you can pick them up.
A boat might make this quite difficult, since the fish might be out of reach.
But i dont think imposible.

It's possible to fish from the boat and in any water even the ocean where you can see the fish. It's easier to fish in daylight and from a little higher ground as you are able to see the fish strike your bait than in the night. You need to buy the rod and bait from the trader and remember fishing is stamina based. You will lose your fish if your stamina runs out.

Fish spawn as active critters in the world. If you can see them, you can fish them.

However, the fishing rod is incredibly feeble as a fishing tool. It's far easier to catch fish by exploiting world geometry (beach traps) and using the minimum fishing rod length+wading in water for easy catches.

I your are in shallow waters i think you can but deep sea fishing no as far as I know
