I was wondering the same. Valheim sure doesn’t hold your hand here. You need to explore graves in the black forest. There you will (hopefully) find what you need. And, yes, you need to have everything in your inventory or the new recipe won‘t show up.

Just a reminder: You learn all recipes via finding one ingredient. So if you are "stuck" next time, try exploring the next region :)

I know you said you have all the items in your inventory, so sorry to insist but you to have taken at least one coal in your inventory to get the receipe.
(First time, I made coal but it was on the floor, I had not taken it, so the forge receipe would not appear).

I think it works fine when you know nothing of what to expect, but when you know a bit (like: I can build a forge and I need to kill the first boss before I can do that) it can be confusing.

I didn't feel confused when I first played because I would just "remember" things as I got new materials. But since then, when I start from nothing, I'm regularly wondering what I'm missing to unlock something.

The work bench has nothing to do with it, unless it's out of range. But the forge should show up with the hammer even if you can't build it. Are you sure you have everything it needs? You've got the copper ingots? (Actual ingots, made in the smelter, not just the ore.)

You have to "find the recipe". Go into the woods, find a dungeon and loot red stones (not valuables). You will unlick the recipe then ;)
