2* seeker soldiers are huge health sponges and they deal great amount of damage...
According to the Fandom wiki, the mistlands boss has ("only") 12500 health. 2* seeker soldiers have 4500...
Never seen a high rank gjall myself, but I often carry fire resistance wine since I like to head out with root harnesk. Not sure which I'd prefer since I don't know the other. But gjall don't have physical resistance as soldiers do.

You can camp out a 2 star seeker soldier if you can find a rock or rusty metal structure. You can’t do that with a gjall.

I assume the topic is relative-to-your-current-skill? In that case a 2*skeleton archer that lives by a stone structure close to the stone circle. Newly arrived and I was pinned into a death loop.

You can camp out a 2 star seeker soldier if you can find a rock or rusty metal structure. You can’t do that with a gjall.
On the other hand, you can simply take cover from gjall's attacks and engage them when they are derping about.
Either way, escaping, taking cover as is necessary and leading them away from settlements is probably the most viable choice against either opponent.

Gjall is really tough, you also don't want to piss a Dvergr tribe or run into a tic nest ^^

Never seen a 2-star Gjall, but I have faced regular and 1-starred ones, so I can somewhat imagine what it must be like -- +1 to that.
Come across one at night, in a particularly misty area, perhaps on your untimely way back home from new exploration, make a wrong turn in the yet-unfamiliar terrain, attract starred seekers because of the noise... well, if that does not teach you a lesson, then nothing in the game will. :-)
Also, given at which time in the game you are supposed to go to the swamps, 2-star Draugr archers have thoroughly earned my respect and my vote in this fun lil survey. :-)

2* Fuling Bezerker for me.
If they do thier berserk fit they can trash you through Bonemass and full Parry with a l3 Black iron shield. Miss you dodge-roll with these guys and your name is Hurt
Not seen a 2 * Seeker Soldier yet but Imagine they could be worse depending on if they have a boosted type attack like the Old bezerker seems to have.
