I think they will eat but they won't breed if the babies are too close or they are not on solid ground. There used to be a way where you could just build upwards and the infinite breeding would work, but they patched that so now you have to keep the breeding pair on the ground and pickaxe a pit that is five walls beneath.

wait... do wolves NEED to be near ground level to eat? bc My tower is built high above the ground. After a while the AI will break and the wolves will run into the wall and never eat

No, I watched a video and did the tower and it is working. Did you dig out underneath where the babies go into the pit? Make sure that the mating wolves above are on solid ground or it won't work.
