Sorry, but no. This is all on you and it isn't a nerf that is necessary.
Wolf armour does work against the cold and does protect you from cold damage in the Mountain biome and elsewhere, but frost damage from a drake attack is extra and that is what the Frost resistance potion is for.
The OP claimed they were busy remodelling their base. They knew then that they would be there for quite sometime. In that case, they should have been aware that the chances of triggering a raid event will be higher and they should have been prepared for that:
You should have been well fed.
Knowing that the raid would likely be this one, you should have had Frost resistance potions handy nearby and your bow in order to kill them quickly. Fortunately you did so and the OP did not.
You could also have stashed a spare set of gears and bow at another base as well as setting the spawn point there while you were remodelling this one.

Personally, I'm glad that Iron Gate has started to ramp up the difficulty because this game has been far too easy. Nerfing mobs is not a valid solution to make up for your lack of planning and preparation. Prolonged stay near 3 structures is enough to trigger an event and so you are not safe when in fact you are painting a big bright target on your back... you should be better prepared in that case.

I think it's likely a bug... a cold breeze FROM THE MOUNTAINS. In the mountains, my wolf armor is enough to protect me. And in the event it doesn't? Seems to be a bug to me.

Does keeping hearths/bonfires around help?

I feel with you, we also had one instance of "You're being hunted" that made it impossible to regain our stuff. Sometimes this game has strange difficulty spikes.
