Islands are almost completely safe. I have done 2 so far , zero raids. Drakes and or bats may be possible. I wasn’t at the stage to receive either of those at the time. But the damage they can do is negligible.

Ok, now I get what you mean. You are not talking about dry land, you mean the biome. Yes, that is true. You need to be over a "land" biome for it to trigger...

For now, as you already wrote. ;)

Skellies walk on the ocean floor. They do raids, and have bows. Potentially a problem. There is also events with Dragons, and Bats - they will bug you for sure.

As an aside I would think a 'you are being hunted' event with serpents while sailing on the Ocean would be a neat spin on raids.

Should be pretty safe... for now. Only one mob spawns in the water, and likely won't bother you. If you're far enough out that in a raid the red circle is only on your island and water, nothing should spawn in.

Creatures aren't limited by stamina like characters are. If they know you're there, they can get there. If the island is small enough you can probably suppress any spawners with workbenches etc. For a raid event, I think the spawners are dynamic and will spawn creatures outside the circle to come after you. If they have to swim they will. You're probably safe but I'd not call it 100%.

If you're not in the middle of the ocean outside the spawn range for a raid, you WILL be raided.

That's a given.

Well, that's the you are being hunted thingy... They will get you everywhere.... well, when they can reach you. ;)

Fully walled settlements are the safest. If there's a path into the base, even through water, enemies will run all over to find it. The enemy spawn distance is pretty far and they will beeline directly to your position, so islands have to be very deep in the ocean to totally avoid spawns.

No, they wont. He was sailing near the small islands in plains biome. That is where he triggered the raid. It is not possible to trigger any raid in the ocean. Well, at least for now :)
@OP, islands are the safest location to make a base. Just make a few workbenches or campfires around to prevent mobs from spawning and you will be completely safe. If it is not far enough from the mainland, drop a few campfires on the shore too. You will get the red circle and event message, but no mobs will be able to spawn.
And yes, trolls and other mobs can spawn outside their biomes during the raid.

I wouldn't call that "close"... but I'm not ruling out that you're right.

I was actually sailing between two islands (well away from any beach) when the "You are being hunted" event triggered. I had wolves swimming after my karve trying to catch me. I felt really sorry for them...

Islands, so far for me, are insanely safe.

There does not even need to be visible island. If it is not dark blue, it is not an ocean. You can always see on minimap in which biome you currently are.
