I never see it pop up when I use the steam icon in the lower right of the active programs section. Right click on it and launch game from there.

I was actually wondering how to get the option since I have not even tried vulkan yet, so thanks!

If you use the desktop link, or the application directly, the game will start right away. If you use the application, Steam needs to be already running, of course.

I'm not aware of any way to make this work if you're starting from the Steam library.
