Go to ocean, not just an open water - a region that's called 'Ocean' on minimap. I admit that most times I've seen a serpent was during the night but I can't tell if that's really a boost for chance of encounter or just my personal exp.

...the storms - not sure if they have anything to do with it and probably it was below 1/5 of all times when it was under bad weather
Devs have confirmed that both nighttime and storms boost the serpent chance.

edit: Be wary of fighting them in a really bad storm though. Your ship getting tossed around by the waves can make it hard to land shots on them.
Just use a longboat and problem solved , that boy almost get any move in storm , not like karver

About spawns , there isnt spawn points , they are random in ocean biome at nighttime/storms , if there is daytime only will be encounter in rains/storms
Some people talks about "farm" them but its pretty fake news in how their spawn works , i market 8 spots and dont works as i thought
Easy kill is using frost arrows , 3 of these and scalie are dead

https://valheim.fandom.com/wiki/Serpent

I think that if that was done by dev's - it would probably be called 'devdom' wiki.

I did my best to browse that website for references to some source but either it's failure on my behalf or this could be a popular fanfiction not based at all in actuall Valheim mech.

You mentioned that dev's confirmed some of stuff You mentioned so probably would be nice to point not to some website You like but a place where developers confirmed such.

Like has been stated, they have spawn points in the oceans biome.

On a related issue, I have just started playing again and I know the serprent behavior has been altered, is it just me or are they harder to kill ashore now?

It used to be you just pulled them ashore and boped them, now they seem to wriggle back to the water alot faster.
And while they dont run away anymore they seem to aggro on NPC mobs and chase off after them, I have had to run along the shoreline barelly keeping up with serprents who keep targeting and swimming for NPC's further away.

Also they're on a long respawn timer (2 in game days about?), so when you encounter one, mark it on your map. If you find a few spawners in a small enough area you can make that your hunting route. Just wait 'till nightfall and utilize Moder's power (if you've gotten that far) to make the most of your time.
