The question is mistaken. The devs never "promised" anything. They had a roadmap that needed to be changed to adjust to the massive number of players and feedback.

Please do yourself a favor and read the EA information.

It really is your choice, but no matter what you think on the state of the game, it is well worth the money it costs to buy.

Lots of positive reviews so it seems many people do enjoy the game a lot.. and most of the complainers just want more - faster... that just tells me how much they love the game and want more of it.

If you want to be scared away from buying a game due to that, that is entirely your own choice.

Original roadmap had four releases on it. Game got released into EA during a global pandemic. Blew up in popularity beyond anyone's wildest dreams. Number of bug reports made is at least one magnitude above the number that was originally anticipated, due to the aforementioned success. Devs realize that you cannot build a house upon sand, and set about fixing the errors. Still fixing errors, they recently announced that their original timetable is unfortunately not possible, but let us know that they're working on their first release.

Personally, I prefer that to having smoke blown up my you know where, but YMMV.

Apparently because of the unexpected volume of players, they took a lot more time fixing bugs than anticipated.
