You need to lower some graphic settings and get better cooling for your gpu, as an example of good cooling my 3090ftw runs this game @ 37c-40c.

If your GPU is overheating at 100% load you need better air flow in your case.
To lower the load limit the fps (depending on how many fps your screen can do). If you already have fps limited lower graphic settings.

Try limit your FPS via the nVidia control panal, if your FPS is unlimited it will cause heat issues.
The basic limit would be at your monitors refresh rate, like mine is 75 mhz so I limit my FPS to 75.
If you dont know your monitors refresh rate, just set your FPS to 60 then up it until you get heat issues.
I run the game at about 60 - 75 FPS with an 1070 gpu.

So title says gpu using 100%, then right after you say 90-95%, and wow 77-80c is overheating for a 3060. Idk where to start.

Anything under 80c is perfectly fine, there's nothing to worry about
NVIDIA RTX 30-series cards have a maximum temp of 93C, meaning they can run this hot without throttling speeds or shutting down
