Yes, there are sites that make mods for Valheim. Sorry I can't tell you exactly where to look as I don't do mods, but I know they are there.

Nexusmods, and, uh, Thunderstore(?), and mod.io I think are the main mod sources outside of steam. Nexus is generally the place I go, although I'm noticing Thunderstore is popular for Unity based games.
