No, controller buttons can't be remapped natively, only through the Steam controller config or by some mod (I also play primarily by controller, with kb+m for certain features and situations).

That's for turning the button display in the bottom-right of the main UI - when you have a weapon equipped - on or off, not what OP was asking about. There is no control, as far as I know (and I've been playing since a week after initial EA release), that turns off the inventory info popups.

The tooltip disabler doesn't seem to work. I unclicked the tab, but i still see item information when my curser runs across items.

One, not that I know of.

And two, you can already customize most of the buttons, just not the hotbar. No idea why, it really should go on their list of things. I'm a lefty and I've gotten used to reaching for the number keys for weapons and food, with all my movement keys remapped to the numpad.
