Raise Land limit?
I know there's a dig limit, but is there a raise limit, too?

Once Valheim gets mod API
Modding is not officially supported. There's no indication a modding API is coming.
The modding API is called devcommands, it already exist , also why most mods exist.

Everything comes with a cost. Wurm is tile based and has a tunneling system. Hhhm.

The limit is 8 meters up or 8 meters down, starting from an untouched point of land... Each swing of the pick = 1/2 meter.

I was just trying to build a peninsula out into the water and noticed at a certain point no matter how much stone I lay down the height is 1 block lower than the rest... and it pisses me off... because I didn't know that was a thing and I've already started construction there and now I am annoyingly constrained because of SI problems counting pieces from the ground. Just frustrating is all... I wish the SI system worked a bit differently so that such a minor difference wasn't the end of the world.

yeah mods already exist. Go to thunderstore or nexus.

Oh, there are already mods that unlock the restriction. It causes the side effects you predicted.
As a Unity game Valheim doesn't really need a modding API, the process for hacking that engine is already established.

It's a simple 2d height map terrain system and can't really support arbitrary height differences. Digging or building to the existing limit already looks very distorted and artificial.

It is not really all about technical difficulties I think. IMO it is all about the fact that steep hills will look like giant, ugly, blocky walls, but all the ways to prevent that would either produce inhumane lags, or visual bugs. And I'm pretty sure AI can have issues with steep walls. It's a simple 2d height map terrain system and can't really support arbitrary height differences. Digging or building to the existing limit already looks very distorted and artificial.
Once Valheim gets mod API, I'm 100% sure people would figure out ways to make terrain modification less restraining.
After all, I'm 100% sure that the actual raise/dig heights are just numbers you can raise or lower yourself. Valheim dev crew just doesn't want things to look ugly, but will eventually give us ways to change that if we don't care much about things looking good.
