And, once upon a time, there was a bug that caused some seeds to produce zero Moder spawns!

If only each time you read a different location tablet it added another location, if one was available. That would remove so much guess work where biomes and islands are....

The reason for that presumably is to offer a chance of at least one being reasonably close.

Also, this means you can (optionally) kill each boss multiple times in the same world! Which there are uses for, as well.

Well, you can kill each boss as many times as you have the summon items for regardless of number of locations. It's more along the reason you first stated, I would gather; to be able to get a reasonably "close" boss location.

Every boss has multiple spawn locations on every map.
