This is perhaps only relevant to the OP, but I discovered that on my Inspiron, the 'F' function keys will only work in-game if I press them together with the 'fn' key (bottom left of keyboard, next to 'Ctrl' key), after enabling -console in the Steam settings.
Turns out my culprit was a finickity keyboard. :}
May be helpful to someone else down the line.

Done that but nothing happens. It was working okay previously before. I'm guessing it was one of the mods. Gonna fiddle a little more to find out.

After much fiddling, I finally found the culprit.

For those who uses the mod Valheim Plus, if you enabled the game category, remember to enable/set to true the settings which read "forceConsole". Setting it to false will disable the F5 menu.

Right click on game on the left, or select game and click on cogwheel on the right, then select Properties. In there add -console to launch options and you can open console with F5 ingame.

did you type in the -console before you started the game?
Is steam being used to launch the game?
