Those are the same stones found at spawn in.

They are just different spawn locations that were not selected and populated with the boss stuff.

I bet as they add new boss stones you will see those circles also gain a new stone as well.

The preceding is just my opinion... the theory of them being the teleport areas is silly since they only exist in the Meadows anyway... it would be pointless.

I built a ring house all the way around the tops of one of those stone circles. It was a crescent for a while when I was branching from one to the other with core wood poles, but after I put in stone platforms around the top of each one and linked the in-between space with a couple of ironwood beams I was able to build a stone floor all the way around the top of the ring. It was pretty rad, and had enough space for all the kilns, smelters, and storage I needed. I walled off the ground level and put a small farm in the green space there for planting. Wish I had taken a picture, but it was on a friend's server that isn't up anymore.

Sounds pretty cool. I like to integrate existing stuff into many of my constructions also.

Those ring of stones indicates a possible treassure, dig around the center and with luck you find a chest to loot.

I like to build houses on top of them. The fire can go right on the top of the stone. The house can spiral around it for a few levels. Since it's up off of the ground, and since the rock it's on can't be destroyed, it's fairly secure and just neat looking.

I do dig a ditch around the outside to keep trolls a safe distance away, which mean that the defense properties of the stones themselves aren't really needed, but it's fun anyway.

In future, some of them might be haunted. Or sources of power.

I typically use these stone circles for bases and portal hubs. Things to note:

a. The stones themselves are invulnerable to damage. Earth walls can be erected in the gaps between the stones to keep ground-based enemies out.

b. A campfire or workbench placed in the center of the stone circle will keep enemies from spawning within that circle.

At some point in finishing the game, Iron Gate Studio may employ these stone circles for some purpose incompatible with viking houses and other structures. Until then, I use them whenever circumstances permit.

As pointed above they have no use. I've read somewhere (not official source) that originally devs planned for portals to only be allowed in these circles.

As for your base, it's up to you but keep in mind that theses stones can't be destroyed. During my very 1st playthrough I did find it very cool to build my base in the middle until I realized how cramped it was :) my house was all weird because I was trying to expand but was blocked by these stones.

No use has been found for the stone circles, as far as I know.
