I don't understand this performance problem...
So my game runs at 60 fps smooth at full max settings and all options enabled.
I have a 980ti, 32 gig ram. m2 drive and a 6700k @ 4.6ghz
Sometimes I load up in the same spot and I get 20-35fps and it stutters. Then I exit and go back in and suddenly its 60fps and beautiful and smooth again.
The weather isn't making a difference - same weather when I load it up.
I try regular, and Vulkan. Same issue.
I can't seem to understand? The resolution is the same, my hardware is perfectly fine - I am pedantic with my pc. All drivers updated etc, no junk on it.
The only thing I do have is the config edits and windowed mode tweaks.
gfx-enable-gfx-jobs=1
gfx-enable-native-gfx-jobs=1
"C:\Program Files (x86)\Steam\steamapps\common\Valheim\valheimshortcut.lnk" %command% -window-mode exclusive
Is the game sometimes not picking up these tweaks? These tweaks were a godsend. Prior to the tweaks I only ran 30-60 fps fluctuating on low-medium settings.

Yeh I run at 1080p - with everything maxed out and everything on, including vsync etc, its 60fps 99% of the time, even during snow and rain storms. Even with loads of monsters throwing effects at me.
It's just these weird 20-40 (around 30fps) times where I load up and no matter what I do - it's laggy as hell. Even dropping all settings to lowest - the fps wont go up. Only relaunching the game over and over until I get the "60 fps" smoothness, will it then run smoothly for hours with no issue. It's like something is bugging out when it launches and only a restart fixes it.
The commands were a godsend for me cause around my base it was 35-40fps on low-medium settings and adding those commands sent it to 60fps with max settings. I know my rig and the game can run beautifully and buttery smooth with everything max - even at my base @ 9k instances and with any weather. So I know there's an issue.
I checked temps, I checked voltages and everything - it's all normal even with the issue. No other game has had an issue. I have played even AAA newer titles at high settings smoothly. My videocard is a Gigabyte 980ti waterforce, so not the usual 980ti back in the day - this card would outperform a Titan. It's been and still is a beautiful card for 1080p to 2k - back then and even now.
I also run multiple screens and sometimes have twitch or music playing - but with it on or off - it made no difference. It seems the commands or something - or the game itself doesn't launch properly sometimes. I tried Vulkan and Direct X - same deal.

I also run a 980ti. Pretty nice rig. Quite old too, tho. Do you display Valheim in 1080p? since i use a 4k desktop and monitor, i cannot go for 1080 ; it just looks too blurry, so 2K it is (2560x1440), but then i need to remove most feats for it to be smooth enough. Still looks better than 1080 ;)
Anyways, if it can help, i get mostly 40-60 fps, and snowstorms seems to be the worst case. Most often i get 55-60 fps, not exactly stable, but stable enough. Ofc in the dense base with all the stuff around it gets on the lower side, around 50 at worst, but nowhere near 30 fps. Not using any of the "gfx-commands" stuff you run. Just fullscreen 2k, with an off-screen on 1080p running twich or VLC or anything else. For a 6 year old rig, can't complain.
Vulkan seems better.
Drivers are probably a year old. Yup. No more updates for that model anyways.
Proc is a i7-4790K CPU @ 4.00GHz. Sounds like a hair dryer when running Valheim. You are lucky to have watercooling ;)

Since the game ain't optimized fully yet it takes toll on the CPU and it goes a little hotter than usual, thats why I suggested unclocking the computer and set it on auto.
Oh i just read "unlocking" not underclocking sorry haha.
My CPU is water cooled, its running at 49c max at full load, my GPU is also water cooled and at full load is 60c

also be sure something else isn't running.
nothing else running...
most of the time on max settings, everything on 60fps, even at my base thats at 9k instances
then sometimes its 25-35 fps and even if i drop settings to the lowest, it stays at 25-35....
it doesn't make sense to me and i cant figure out why...
the only way to fix it is to relaunch over and over until I get the 60fps "version".

Try unclocking the CPU.

Try unclocking the CPU.
What do you mean? It's a 6700k @ 4.6ghz, its already overclocked.

Ok, I just did a fast check and 6700k told me it was default at 4 GHz and 4.2Ghz with Turbo.Try unclocking the CPU.

Instead of on the shortcut link, do the '-window-mode exclusive' via the Steam Library - go and find Valheim and right click and under Properties find Launch options and enter '-window-mode exclusive' there and it should work much better for you.
Also, if in game, just do an Alt-Enter and back again if you want to confirm your fps is where you expected it to be or if you want to double check. Hope this fixes your issue!
Thanks for that reply, but I also tried that and same issue.
The issue persists and I am wondering why.
