Plains Lacks Magic
Going from Mountain which introduces weapons with innate magical qualities like Spirit, Frost, Poison damage you then go to Plain which is devoid of any furthering of use when it comes to Magic.
Then you travel to Mistlands where Hagrid informs you that you're a Wizard Harry. I feel like the Plains lacks any sort of bridge that would lead the player to expect further use of magic whereas Mountain does so subtly when it comes to Silver Weapons, Drauger Fang Bow, Crystal Battle Axe and Frostner.
It is a shame because Plains literally has an enemy and boss that hurls fire balls and uses lightning plus you have tar growths that beg the use of fire related weapons or an upgraded ooze bomb of some sort.

Are you forced to use the new magic system or is it a choice? As for a "dip in magic in the plains", guess I'm not following your logic at all. You've built up a logic chain in your mind but I'm not clear why your expectations should dictate what happens in the plains or if it's even a reasonable expectation. Why do the plains have to allow more magic gear? Just because the previous biomes offered a bit?
