Why isn't my GPU and CPU used properly and maxed out?

I don't have a superb PC, I have an GTX 1060 6GB VRAM OC, 16 GB DDR4 RAM, i5-7600k 4,2 GHZ, an SDD,
But the game isn't using them! I know it doesn't have to be 100%, but 80-90% maybe? It's howering around 40% and i am getting HORRIBLE performance issues. Are they are going to be fixed during EA or not?

This shifts some workload from CPU to GPU.
Be warned that Vulkan AND this options enabled may boost your FPS significantly, but will occasionally crash your game - including resetting you Character to a previous save (it obviously doesn't save if it crashes and your Chars are stored client side).
So try Vulcan or this options, not both.
Hmm , how this works on nvidia experience ? Can be done there ?

Game started crashing my gpu driver when using vulkan with my 6900 XT not sure if its due game or my hardware, if its due my hardware i suspect my memory as gpu driver crashes started happening before my 6900 XT upgrade also as i got memory upgrade. testing game in directx atm to see if it still crashes, bassicly what happens game freezes display driver recovers then game crashes, had this with gtx 1080 as well that game would freeze but never noticed a display driver crash while it was happening.

I PERSONALLY, open the task manager and close apps and some processes that can cause lag in game, it took me trial and error to figure which ones were causing issues but iv narrowed down the culprits and close em out when playing Valheim, another to do is make sure Game mode is on, and make sure my Firewall is set to default was a major fix for me. just to name a few.

The game runs for a huge number of players pretty well, but agreed there is a portion of players who have issues, i wont deny that.

From the complaints it seem to be related to some combinations of hardware, most people with issues seem to be related to RTX cards, thus there can lie some issue in.
Also some older systems have issues, this can have several reasons i'm not knowledable enough on the reason why this might be an issue, i can speculate with a educated guess, but with acces to the gamecode nor hardware to test on, for us mere consumers hard to figure out.

But in general the game runs fine on most systems, thus this means they have to figure out thats going on, and why the issues, and that takes time.
And for such issues there is that old beaten down horse, Early Acces period.

Sometimes there is a quick fix, and sometimes it seems to take forever, and in a rare case it even leads to cancelation of a project as they cannot solve the issue (one of my fav games in EA suffered that fate, sadly, game was really good pretty innovtive looked pretty great as well, with really good newtonian physics, but they never could solve the issues with it , that game was Hellion).

I only can assume they are at it, and we just need to be patient.
TBH i have no complaints, yes for the system i have, the game imho underpreforms, i really should have better FPS.. agreed.. yet its pretty playable, guess i'm one of the many lucky ones, and i wont deny it sucks if you are one of the unlucky ones. Been there myself too more as often..

In the end, if games where not cancelled, in the end most early acces games run pretty good after there official release. For example, i coudnt play Subnautica in early acces for a long time, the game ran like utter garbage for me.. for others it was perfectly playable.
But near the end of their ea cycle, subnautica started to play just fine one my PC (altough i still have an graphical glitch with the game, that transferred to BelowZero where i have the same graphical glitch)

7days2die, also a pretty populair game i have, and played ALOT (over 700hrs) but also with different expierences, at times it runs awesome, and at times it runs like garbage.
Its something i learned over time with early acces games, and cannot be to much bothered about, as it will get fixed in most cases, unless you dealing with some shady devs. But i dont think these devs are such shady and just grasp the cash and leave things from here as they are.

Demanding games use that to their advantage. If you get lower frames and the game isn't using your resources properly, then something is "off".

Yeah, i know both games. Subnautica runs like a dream now compared to their previous versions maxed out. 7 Days 2 Die also sometimes runs like crap, but there is an easy fix in the options for that. Here, SSAO and Shadows impact the performance the most. I just want a stable FPS. Sure, i can have 50-72 if i turn those off. But my targeted framerate is 72. Dropping below that has a big impact on how i see the game performs.

I have a similar problem. game is fixed between 5-7 FPS and i already tried everything i found on the net. Doesn't matter if it's maxed out graphics or cardboard visual, it's always at 6 FPS.

im not getting lower than expected frames in anything. just saying never had a game that uses 100% of near 100% of both cpu and gpu at the same time.

Assassin's Creed Unity for example uses my GPU to the fullest, 100% with 2050MHZ.
That's just one example of a game. One other example that doesn't want to use the GPU properly is The Evil Within 2, so almost no one can achieve a stable 60 frames because it hangs at 80% and won't go over (Of course 20XX and 30XX cards can probably bruteforce that).

Also the game seems to use Double Vsync instead of Triple. That means if the frames drop from your native refresh rate, like for example mine is 72, not 60, it will go to 36 until i look at the sky or something if i max everything. Of course i can just play at that framerate, it's stable at least, not stuttering, etc. At least i hope it doesn't stutter.
Because i looked at the system specs and mine are at recommended/above.

Removing every option makes the game REALLY ugly, and the game already has an aesthethic to it. Hope they fix the performance overall.
