Given the amount of work the devs have on their plates right now I think the earliest people can expect chives and cards is after the game is in full release and the devs switch out of "lets get this finished" mode and have the time to make the changes needed to implement chives and cards that tie into a players Steam account.

If the devs start adding non-content related fluff before the game is finished it will be a sure sigh the game is in trouble and IG is trying to distract people from realizing that.
