Does Eikthyr's passive storm work if you kite him into the ocean to get better Serpant spawn chances?

nope, eikthyrs storm disables spawns like that instead of bolstering them.
the point is to focus him, not anything else.

No idea, should just go fishing during the night instead. Weather is based on biome, but night is global.
