That's strange. I just tested this and was able to change it permanently to Russian within the game's Misc section. After changing it, I restarted, and Russian loaded for the game. I restarted the game again, and again, it was still Russian until I changed it back to English and restarted.

Mind you, I don't know if this makes a difference, but I have Cloud Saving disabled.
