Terrain griefed
I am wondering if anyone knows how to fix when someone comes in and raises chunks of terrain all the way up to the sky. I have tried using pick axe and the land doesnt move. Is there a mod I can use to restore the land to normal level? Preferably without destroying the houses the land is piled on top of? Thanks

Oh yes. Absolutely the first thing to do in these circumstances is activate the whitelist. You're on someone's target list now, invites only. Perhaps there is some method of restoring the OP's world to the pre-griefed state. Personally, I believe it would be wasted effort unless the griefer is first identified and then excluded from that world.

it pains me to agree with you but agree with you I do Good rule i find with Valeim that has not once failed me yet is:
most random people are scumbags. don't trust them, not one bit, not with anything, even for one second.

You could try the Upgrade World mod.
https://valheim.thunderstore.io/package/JereKuusela/Upgrade_World/
it has the option to reset just a specific location and can be targeted to a fairly tight radius around the co-ordinates. But if the spot your trying to fix is in the middle of another structure it probably won't help much.
Also having the Map Co-ordinate display mod active will help

Hope this is of some use.

While a solution to the griefed terrain would be valuable, I think I would rather know who did the griefing. Do not merely expose the buried houses; expose the guilty party.

The problem is that destruction is easier than repair and there's a good chance whatever tool they used only has options for making things worse. Also even if you can edit the terrain back to the exact shape it had before the game engine will still treat it as edited which comes with performance costs.
The first thing to do in these circumstances is always grab an immediate copy of your world folder and look for a good save state to roll back.

There's a mod on Thunderstore that does nothing but allow you to return specific areas of land (as small as 5 meters radius to as large as 50 meters radius) back to their original seed-generated state (heights, vegetation, etc) and only needs to be installed and used client-side to be safe:

That's perfect assuming it does actually erase modifications entirely, and still works on the current built, but I should point out that you don't know if the attackers did anything else with their powers.
It may not be necessary to roll back but you should definitely keep backups from the date as an insurance policy.

This sounds like more of a restore from backup situation

Try using planbuild mod. It has an option to restore all modifications of terrain. If you are running dedicated server, then you will need to install the mod on server too.

It's not so easy. Especially if you don't have experience with it.
I would like to explain but it would take a lot of time to make it working. Also, all other players will need to install this mod to be able to join the server. The mod itself is really useful and i would always recommend to use it to save your buildings as a blueprint and keep it for future uses. However, as I said, it is not easy and is time consuming so maybe it is better to restore from backup if you are making backup regularly. I did it only once with a lot of help from my friend, not sure if i could do it again properly.
Maybe some other kind soul could offer assistance.

@Veseljko Thank you for the suggestion, but I don't think this is a possible solution. If the mod requires it to be on the server as well. Keep in mind this person was able to change the z value of the terrain using some type of mod. The server does not have any mods at all. So there is a solution that doesn't require installing mods on the server.
That being said If I can find out what mod was used then I probably use the same mod to fix it. The terrain looks like they used a hoe with a huge radius to create huge columns to go to the max z value of the game.
