some slopes are too steep for the hoe and require the pickaxe to level. also there is a minimum depth below the original ground layer beyond which you can no longer terraform.

Use the hoe if you've advanced that far or a pickaxe further on in the game.

to learn to do it, you can place floor tiles and flatten to match them. The hoe and cultivator and pickaxe are all useful for this. It takes a while to learn the tools, the bands produced (rings?) by the hoe tool indicate the level but its hard to describe how those work... see a video?

I have been but it just hasnt been working, im not sure if its just to big of a slop

Im fairly far in to the game, but i just cant seem to ge it flatten ill give it a try though

If you are far into the game, you can be sloppy and use rock-floor which equalizes up to the width of the flooring. Its a lot easier, if you just want a flat floor.
Leveling the ground is one of the most challenging parts of the game, triply so if you are a perfectionist.
