I'm not sure if you're being serious or not, but the human eye doesn't see things in frames per second. If you're talking about the maximum number of frames on a screen the human eye can see before we can no longer tell the difference, well, there is a lot of contradicting information on the internet on this topic. Some people claim the human eye can't tell a difference past 60 fps, though many fighter pilots were tested to see upwards of 200+ fps. I'm no expert on the subject, but from what I've read it seems that this might vary from person to person. Pretty much everyone can see above 24 fps on a screen, though. Movies are typically shot in 24 fps because it looks more "cinematic" in that way. It's hard to describe, but next time you're at best buy or something ask to see a high hertz television and you will clearly see what I'm talking about.

Just read it in the Mr Gumby voice and it won't bother you so much.

I just imagine everything they scream as coming out of the mouth of a cute adorable kid with the slightest trace of a lisp. One that just got done finger painting, and still has a smudge of paint on their cheek. It is literally impossible to get mad at kids.
