My Broke Hoe!
Hey guys I am desperate... I've been playing the field way to long. I'm not sure where the best place to ask this but I have a problem. I have a broke hoe... not a joke... this hoe won't work!
Seriously, I'm not sure what happened but I was dragging her all over the places raising all kinds of ground and leveling places. Then all of sudden she just quit on me.
The little yellow line that shows up in the center of the rings no longer registers my player height. It levels the ground at whatever position it is placed at regardless of player height!?

Hey guys... with a few hundred hours played... way to many to be fair. You'd think I'd know if the hoe was broken and needed repair in the game. I meant that the hoe simply didn't work. It turns out it was Valheim+ and more specifically it's FreePlacementRotation option that borked the hoe.

Pay her?
Someone had to ask
I 'thought' there were 2 constraints when 'leveling' ground, one is directly under the feet of the player character the other, as you describe it, is level the ground at the current height of the marker.
Sounds like you need to toggle back to 'level under player' setting, not 'level under cursor' setting.
Good luck!
Honestly you are the closest to the correct answer. I left out a very important detail that turned out to be the problem. I started using ValheimPlus which offers a FreePlacementRotation that screwed everything up.
Problem Solved!

Have you reached max height up or down? At a certain point, the amount of up and down is limited... also you need stone to raise. Also...is there something in the way? It won't level with a rock or flooring in the way.

2 things:
1. A covered and protected workbench (ie like in your house/base) is required to repair a broken hoe(by clicking the hammer in the bench's inventory menu to the upper right side.
2. If you are attempting to use the raise land feature on the hoe, you are required to be within a workbench's radius to do so. Leveling etc does not require this. Such a workbench also doesnt have to be covered/protected in order to do land raising. It can be out in the open near the spot you're trying to raise land.

There is a button you press to make it do that. Was it ctrl or was it shift?
Anyway sounds like it thinks you are pressing that button.
Left-shift for keyboard, LB for controller. It's not a toggle and it's not tied to caps lock, so it sounds like OP was either holding it down or has a problem with their input device.

You just need to go back to your workbench and repair it - no need to make a new one.

When you get to the workbench there is a little hammer symbol on the right side of the crafting menu, click that and it will repair 1 thing in you inventory, so just spam click it till everything is repaired :D
