Valheim isn't an MMO.
Players may run their own servers and since it's a co-op game, there isn't likely to be much griefing. If the player running the server takes a dislike to anyone's behaviour, they'll deliver a swift kick. How's that for a 'plug-in'?

If by plugins you mean mods, probably
If you are expecting to not need to download mods, you will be sorely disappointed as any game modification or auto-moderation will require downloading mods
