Wind programmed against you
It seems like the wind is programmed to go against you. What motivated me to make this post is I was just sailing and within a minute I had to change direction 3 times because the wind kept adjusting to go against me. It's like it's programmed to be frustrating.

Winds takes a while to change , 1 minute is nothing
You most use tier 1 speed to sail without wind
And dont use the raft , that thing is crap

I think people discovered it's actually following a fixed pseudo-random pattern day by day, so if you'd sailed five minutes earlier it could have been with you all the way. Every tabletop gamer knows that dice have a sick sense of humour though.

Winds never change more often than 5-10 minutes, thus you "adjusting 3 times a minute" simply means you've adjusted to a single gradual change of the current.
And yes, winds are random and can sometime even "predict" where you were planning to sail even before you get on the ship. Its just a combination of human tendency to seek patterns and the reduced attention towards situations that go their way.

I don't think it's confirmation bias. When I have to 'tack' to get to where I want to go 7/10 times, especially up a river, it seems programmed against me. While typing this comment the wind adjusted to be a direct headwind.

the fix is to not have a goal and jsut sail where the wind takes you.
you will end up sailing in a circle tho, or paddeling back to land

on the other hand - did one managed to catch wind?
i dont believe there is a programmed "anti player" wind direction
the op just got unlucky
here we can set a RL example where the wind may change direction ignoring the direction one trys to move
or to temporarily use the wind for you - defeat moder and use his power

Put more attention into sailing. IRL people have to tack regularly, it's part of sailing. If you've got some of the wind in the direction you want, then sail at an 30-45 degree angle to where you want to go, adjusting when the wind changes.
It would probably quell some complaints if people could see themselves rowing, these are square sailed galleys after all. Having rowers was half the reason people were picked for viking raids anyway.

A few minutes would not cut it.
You have storm and wind moving across the entire seed. So staying put in 1 place won't cut it because at sea you are always moving. Staying in 1 place on land a person can easily see the winds and storm systems change over the course of a day.
