You really, really want to clear out that tower and have a look inside. Really.

The meat piles in the frost caves contain draugr guts.

There should be rare things in a game, poi, rare events. Stuff that happens once in a hundred hours of play or more. Things you only hear about from other players.

Yeah, Draugr and Skellies can both show up

I found the same once. Before killing Bonemass too (killing Bonemass enables skellie spawns in the Meadows if I'm not mistaken, so could activate other spawns). I've seen Draugr villages too, in far away Meadows. I know those are intentional, not sure about mountain ruins. Honestly I think Draugrs don't belong outside the swamp and should stay there. Anything swampy makes the world uglier and thus should not leak into other biomes. It's the worst biome in my opinion and while I have no trouble dispatching them they stink the place with entrails and ugly heads.

Seems like you can't even find peace in the mountains these days. They move there too apparently.

No, it is not a fluke. I have found several towers in the Mountains which draugr have occupied. It seems to me a random occurrence. Unless the tower has a body pile in it, its draugr occupants do not seem to respawn.

Them are in some mountain ruins , them arent exclusive from swamp , them have abandoned villages in meadows too
