Is it possible to create a dedicated server that...

- No dev commands or cheats are allowed
- No mods are allowed
- No old characters are allowed to enter the server. Must make a new character that can only be played on that server?

The last question I think is the tough one. I just want to be able to create a server where people are not able to bring resources from other servers into the server. And it actually be enforced and not just a take my word at it sort of thing.
