ok so i went to another post someone had with some other problem about the game, i deleted the folder itself and then deleted the game and reinstalled it and now the game works. idk if this was the problem but i had a few mods from nexusmods that were just for fps improvement and im guessing the update was messed up from the mods or something?

Other way around, mods were messed up from the update.

oh alright, If i reinstall the mods now will it mess up again or will they work properly ?

Yea thats pretty much what I was gonna suggest next.
Usually its some file screwed during transfer or update. That sadly happens with any game at one point. But in the future you know what to do ^^

For me (no mods) the solution was to delete the shader cache folder at:

Steam\steamapps\shadercache\892970

Got me from 20 FPS back to 99+

You may want to try a clean install. Another user on the forums proclaimed massive upgrades to the FPS on their end and it was one of the people who had complained about the FPS BEFORE the update.

This didnt work, also wanted to point out the game runs fine in the menu and only does this in-game. im on lowest settings possible so the settings cant be the problem. I restarted my computer as well and nothing has changed.

yes but why would that be the issue if the game was fine before the update?

No I was more asking if you had updated them cause if you didnt, it could be the cause.

Have you deleted ALL files from your main folder when reinstalling?
