Had the same problem, turned out my mod draws was broken. You need to filther your mods to see which mod that is breaking your game. I would advice to you to turn off 5 mods per time, and then test each 1 of the 5 when you find the right cluster.

I'm going out on a limb here but I would hazard to guess that it might just possibly be a mod issue.

Yep...wiping all mods and I can launch the game. Thankfully I only had a few QOL mods (like crafting from chests and extended quickslot/equipped gear). Now I have some items to spawn...
