Is there a successfuly way to make terrain perfectly flat/neat for building?

New player here... so i learned you can use hoe to flatten the ground but i'm finding it's still very uneven and crappy for building as i'm buiulding the floor and then in spots it's under the dirt and still air gaps under in other spots.

Am i doing something wrong or is it just impossible to get perfectly flat ground to build neatly into it?

You gotta look at what you're aiming the hoe at. It's designed to flatten ground at the same height that you're currently at, pretty sure, and depending on how much it needs to change, that will cost a variable amount of stamina, or it will not be possible and in which case you'll either need a pickaxe to dig down, or hoe to raise ground.

The "paved Road" is both in one: it raises ground and flattens the ground. - so when you really want a perfect flat ground, use this! When the flat foundation is complete you can use other tools to make it more natural.
Just try it out.

this is the key
if a certain point is too high/low to be flattened properly with the above in mind, you use land fill/pickaxe, then try again

Yes but it's shouldn't be hard to flatten a zone.
