can muddy scrap piles be placed higher in the swamp when you find them in the wild?
or make some kind of "lower-water-level" type thing around them
theres really no point to digging these things up if you're swimming and cant mine them anymore after just getting the top of the pile dug out

You can drop a work bench and use some stone and the hoe to raise where you are standing enough out of the water that you can use the pick on it without having to swim.
